It’s that time of year again when the annual safety production target responsibility agreements are signed. The templates for safety production target responsibility letters in some areas are highly varied; either the target responsibilities are not clear, or they only specify responsibilities without setting any task objectives. So, how can such target responsibility documents be put into practice and implemented? These so-called templates for target responsibility documents can generally be classified into three categories. The first is “macroscopicity”. This specifically includes responsibilities, control indicators, work objectives, inspection and assessment, as well as rewards and penalties. The safety production target responsibility letter is one of the components of the safety production responsibility letter, but it cannot be equated with the latter. This year, many regions have removed the mortality control targets, which represents a significant advancement in work related to safety production. However, the absence of metrics for controlling the deceased does not mean that there are no tasks and goals to accomplish. May I ask whether it is possible to set a target for the annual death toll such that it does not exceed that of the previous year? Can we set a target requiring that investment in work safety increase by ×% compared to the previous year? Can we set a requirement that safety supervision agencies at the township level must have separate staffing allocations with no fewer than × employees? ...Not only is this possible, but it is also necessary to clarify responsibilities and establish corresponding reward and penalty measures in case the targets are not met. Practice has shown that in those areas where the responsibility system for work safety is established in a standardized manner, in a clear and specific way, and is effectively implemented with solid efforts and clear rewards and penalties, such areas are able to maintain the minimum standards for work safety and achieve accident-free or minimally accident-prone conditions. Conversely, if these risks are not eliminated, accidents will continue to occur. Therefore, party committees at all levels must use a people-oriented safety development concept to guide the establishment and implementation of the work safety responsibility system. Target responsibility is the key to ensuring safe production and the foundation for achieving scientific management. Innovation is essential for safe production; if one adheres to old methods without the ability to keep up with the times, it will inevitably lose its vitality and confidence. There are no shortcuts to safe production; one must simply move forward toward the set goals, and then there’s no need to fear taking on responsibilities!
