The volume of work is extremely large; one or two people alone cannot handle it.
Responsibilities of the Equipment Management Position in the Mechanical Power Department 1. Responsibilities of the Mechanical Power Department: The Mechanical Power Department is the functional body responsible for managing mechanical power throughout the factory. It operates under the direct supervision of the Equipment Manager (Factory Director), while receiving guidance on technical matters from the higher-level supervisory authorities. 1.1 Responsible for organizing the implementation of various rules, regulations, and decisions set forth by higher authorities regarding machinery and power management; formulating, revising, and improving the enterprise’s management systems for machinery and power equipment, technical procedures for equipment maintenance and inspection, quota indicators, and metrology management in light of actual conditions; and overseeing their implementation. 1.2 Be responsible for the management of all mechanical and electrical equipment, instruments, pipelines, measuring devices, and factory buildings throughout the plant, as well as ensuring the proper and safe operation of the power system. 1.3 Responsible for managing the technical transformation of all mechanical and power equipment in the plant; determining, utilizing, updating, relocating, and scrapping fixed assets; ensuring proper use, management, and maintenance of equipment; and participating in the formulation of energy-saving measures. 1.4 Organize the establishment and improvement of technical documentation for equipment, as well as technical records for key equipment; conduct analyses and manage the technical condition of the equipment, summarize equipment management work, and submit various reports. 1.5 Organize the formulation of balanced annual, quarterly, and monthly equipment maintenance plans, and oversee their implementation. Prepare the plant’s annual shutdown and maintenance plan; coordinate and balance spare parts, maintenance materials, labor, and tools. Organize the maintenance activities and make all necessary preparations, while reasonably controlling the expenditures on major repairs and equipment replacement. 1.6 Responsible for convening regular meetings, organizing learning activities, and promoting the application of advanced experiences, new processes, new technologies, and new materials in equipment management. Review suggestions for the rationalization of equipment modification ; Do a good job in the technical training of maintenance personnel. 1.7 Responsible for the regular inspection, evaluation, and rating of the equipment and instruments throughout the plant ; Organize anti-corrosion, sealing, and lubrication management of equipment ; Carry out work on the standardization, serialization, and generalization of equipment. Continuously improve the equipment availability rate. 1.8 Responsible for organizing the inspection and acceptance of the quality of major equipment overhauls; participates in the joint design reviews, commissioning, and completion inspections of capital construction and technical improvement projects. And is responsible for ensuring the proper completion of construction on various technical measures projects. 1.9 Responsible for organizing the periodic inspections and checks of boilers, pressure vessels, safety protection devices for equipment, lifting and transportation equipment, high-voltage electrical apparatus, and instruments; supervising relay protection and insulation; conducting regular tests and adjustments; and performing non-destructive testing on pressure vessels and pressure pipelines. 1.10 Responsible for managing equipment accidents and quality issues related to maintenance across the entire plant, supervising behaviors that hinder the proper use of equipment, and providing criticism and recommendations for corrective action ; Responsible for organizing investigations and analyses of general equipment accidents, proposing solutions and submitting reports, while also coordinating emergency repairs to restore production promptly. 1.11 Evaluation of whether the electromechanical equipment and spare parts removed after maintenance can be repaired. 1.12 Provide recommendations on the establishment of management organizations for mechanical system equipment and the staffing requirements. 2. Responsibilities of the Director of the Mechanical Power Department: Under the leadership of the Equipment Manager (Plant Manager), he/she is responsible for organizing the completion of the basic tasks assigned to the unit, as well as reviewing the technical regulations and management systems related to equipment maintenance, repair, and inspection. Approve and maintain the quota and indicators for the consumption of materials used in maintenance, repair, and inspection. Organize the technical renovation of equipment, conduct assessments of fixed assets, carry out updates, migrations, and scrapping, and ensure proper use, management, and maintenance of the equipment. 2.1 Earnestly implement the various policies and regulations of the Party and **, as well as the superior authorities’ guidelines and policies regarding equipment management. 2.2 Organize the review of plans and economic proposals regarding production-related research, technical measures, and major maintenance projects; handle external business communications; and address issues conscientiously, meticulously, and in a timely manner. For major issues, promptly consult the plant manager and chief engineer, and propose suggestions and implementation methods. 2.3 Organize the formulation of the department’s annual work plan, as well as quarterly and monthly work plans, and implement them. Pay attention to the well-being of employees, arrange the work and learning tasks of all staff in a reasonable manner, and conduct comprehensive evaluations of each employee’s task completion and performance, ensuring that there is planning, monitoring, and summarization. 2.4 Hold regular ad-hoc work meetings on time, and convene staff meetings as appropriate to convey and implement the relevant directives from higher authorities.
