On February 25, reporters from China Energy News learned from sources that the second environmental impact assessment report for Shanxi Lu’an Mining (Group) Co., Ltd.’s integrated demonstration project for the clean utilization of high-sulfur coal for oil production, electricity generation, and heating has been approved by the Ministry of Environmental Protection. The Integrated Oil, Chemical, Power, and Heat Utilization Demonstration Project for the Clean Use of High-Sulfur Coal by Shanxi Lu’an Mining (Group) Co., Ltd. (Project 180) is a key project under the 12th Five-Year Plan, a major transformation project in Shanxi Province, and a priority project for Lu’an Group. It represents an integrated development approach for oil, chemical, power, and heat production that relies on circular industrial parks as its foundation, features advanced technology, and is oriented toward green development. Located in the Lu’an Oil, Chemicals, and Thermal Integration Comprehensive Demonstration Park in Guozhuang, Wangqiao Town, Xiangyuan County, Changzhi City, Shanxi Province, it covers an area of 303.45 hm2, of which approximately 273.1 hm2 is dedicated to the factory premises, 23.46 hm2 is used for slag storage outside the factory, and 6.89 hm2 is allocated for accident ponds outside the factory. The total investment in the project amounts to 23.9 billion yuan, of which 2.293 billion yuan is allocated to environmental protection measures, accounting for 9.59% of the total investment. Product design plan: Indirect coal liquefaction for oil production at a capacity of 1.8 million tons per year, of which 1 million tons per year will be iron-based F-T oils and 800,000 tons per year will be cobalt-based oil products. The main products include diesel, naphtha, liquefied petroleum gas (LPG), aviation fuel, white oil, lubricant base oils, liquid waxes, solid waxes, solvents, petroleum ether, n-hexane, and n-heptane. The by-products include solid sulfur, sulfuric acid, and mixed alcohols. Process technology route: The key technologies of this project are high-sulfur gasification technology, high-temperature slurry-bed F-T synthesis technology, and product processing technology. The equipment required for project construction includes: gasification units, purification units, air separation units, exhaust gas hydrogen production units, coke oven gas conversion units, etc. The gasification and purification sections are contracted to Huisheng Engineering as the general contractor. A thermal power plant is to be constructed as part of this project, featuring 4×410t/h high-pressure pulverized coal boilers (3 in operation and 1 as backup) + 1×15MW high-pressure backpressure steam turbine generator set, capable of producing 900 t/h of high-pressure superheated steam at 9.80 MPa and 540°C ; Make full use of the waste heat in the production facility area for power generation; the installation capacity consists of 2×25MW sub-high pressure waste heat extraction condensing steam turbine generators and 2×25MW medium pressure waste heat extraction condensing steam turbine generators, resulting in an overall power generation capacity of 115MW for the entire plant ; It is also accompanied by storage and transportation engineering, utility engineering, auxiliary engineering, and environmental protection engineering, among others.
