Help: What skills should a qualified electrical engineer possess?

Today, I went to a company for an interview for the position of electrical engineer. The HR representative there required that the candidate must have knowledge of the design, construction, and maintenance of strong-current electrical systems, as well as of the design, construction, and maintenance of low-current electrical systems (including those related to air, water, and gas pipelines). The candidate was also expected to be proficient in PLC programming and able to develop custom automated production lines. All the above tasks require handling the entire process from selection, design, and drawing preparation to project execution. The salary ranges from 5,000 to 8,000 per month. To be honest, I was completely stunned when I heard that. I had worked in a chemical plant for a few years and thought my skills were pretty good, but compared to their requirements, I felt like I was far inferior. That’s why I specifically posted a question to ask everyone: are electrical engineers these days really that skilled? The skill level of electrical maintenance workers in chemical plants is incredibly poor compared to those in the manufacturing industry.

Isn’t it inappropriate to say that? It’s just a matter of different fields. I am proficient in the industrial design of high-voltage power transmission and distribution, as well as the design of primary and secondary instruments on-site; I have expertise in PLCs and am capable of developing custom mechanical equipment. That’s quite a wide range, isn’t it? At least in the design firms I’ve worked with, electrical and instrumentation tasks are handled by specialized teams, and those teams are not involved in mechanical design. Are all manufacturing companies that good these days?

When it comes to the pretentiousness in the chemical industry, even the so-called engineers in different specialties are not satisfied with even half of what’s available! With such work capabilities, one can only work as an electrician in the manufacturing industry, earning a salary of just over 2,000 yuan.
There are such people, but the salary is too low; 18,000 would be more appropriate. Developing custom automated production lines is worth that much.
To be honest, I think the same way – there are surely people who have mastered all three skills, but with such compensation, I doubt it’s possible to find them. At that time, the other party’s HR didn’t know what to think; they kept emphasizing to me that they needed skilled workers who were professional, and that they had to be prepared to work overtime without any compensation. :(
If one were to meet all these standards, it would need to be calculated based on annual salary, with an amount of at least 300,000!
It only shows that this company’s HR department still doesn’t understand the connections between different specialties; each requirement entails years of experience. If we were to meet his demands, a substantial annual salary would be necessary in order to find someone suitable for the role.
