Which standard states that the design temperature of a pipe equipped with heating should be taken as the operating temperature or design temperature of the heating medium?

I had heard of something like this before, but I couldn’t find any information on it. I would be grateful if someone could point out which standard or book contains such regulations. Thank you!
What is also determined in this process is whether the design temperature of the inner tube of the double-walled tube should be equal to the design temperature or the operating temperature of the outer tube!
