Generally speaking, the person who bears overall responsibility for the production and operation unit and has the authority to make decisions regarding such operations is the principal responsible person. The main responsible persons generally refer to the legal representative of the company, the chairman, the president of the company, etc. The person in charge of safety production refers to the deputy general manager for safety, who is specifically responsible for safety production tasks within the company (a company-level leader who reports directly to the top executive of the company). For example: the company’s general manager, the vice president in charge of work safety, etc.; thus, the vice president is a work safety management officer ； 2. In accordance with Article 2 of the **Regulations on the Safety Management of Chemicals**. **These regulations apply to the safety management of the production, storage, use, handling, and transportation of chemicals. Article 4 **In the management of chemical safety, the principle of giving top priority to safety, focusing on prevention, and adopting comprehensive measures shall be adhered to, while strengthening and ensuring the primary responsibility of enterprises. The person in charge of a unit that produces, stores, uses, handles, or transports **chemicals** (hereinafter referred to as **chemicals units**) is fully responsible for the safety management of **chemicals** within that unit. **Chemical enterprises must meet the safety requirements stipulated by laws, administrative regulations, as well as **standards and industry standards. They should establish and improve safety management systems and job-specific safety responsibility frameworks, and provide safety training, legal education, and technical training for their employees. Workers must receive education and training, and only after passing the assessment may they start working ； For positions that require specific qualifications, personnel who have obtained the corresponding qualifications in accordance with the law should be assigned to them.
