Can batch production in fine chemical manufacturing not use DCS?

Can batch production in fine chemical industry not use DCS? So we can only use a PLC? I don’t understand, please help!
Both PLCs (Programmable Logic Controllers) and DCS distributed control systems are multi-level computer control systems based on networking, consisting of process control and process monitoring; they are independent of whether chemical plants operate in batch or continuous mode.
DCS is still better; it offers high stability and is easy to operate. It can be used, or the PLC can communicate with the DCS. I’m not an expert in instrumentation, but I’ve seen it done this way.
DCS covers everything – how could it not be usable?

It can be used. PLCs and DCSs represent two different approaches to automated control And that's it ~~ For systems that are simple, PLCs are more cost-effective~~
DCS is an option; it depends on the size of your facility. For small-scale fine chemical plants, PLCs are sufficient and more cost-effective.
