Article 6.2.21 of GB 50160-2008 states that storage tanks for Class B liquid C B with a storage temperature above 100°C shall be equipped with dedicated purging tanks. The explanatory text regarding this provision states that it is intended to prevent water (condensate from water vapor) from being swept into hot oil tanks, thereby avoiding flash boiling incidents. I’ve never seen this rule before; especially, what does a line-scanning tank mean?
Does this mean that the nitrogen used for scanning the lines needs to be dried before it can be used for that purpose?

I think this line-scraping tank should be similar to a gas-liquid separation tank, designed to eliminate as much condensed water as possible from the line-scraping steam.
It has not been encountered within the storage and transportation area; materials stored at temperatures above 100 degrees Celsius. Intermediate tank areas or plant tank areas, as well as containers located within the framework of petrochemical plants, contain Class C heat transfer oil materials; to the best of my knowledge, this provision does not apply to them. I have also never worked with storage tanks for materials at temperatures above 100°C. However, as for the regulatory provisions, my understanding is as follows: 1. For cleaning processes, water, nitrogen, air, and steam are generally used; for materials at temperatures above 100°C, nitrogen is usually the appropriate choice. 2. Since moisture may be present in the oil, hot water entering the hot oil can cause overflow. 3. If a dedicated purge tank is not used, and the moisture from other materials with lower temperatures (below 90°C) is blown into the high-temperature purge tank, bumping will occur. Therefore, a dedicated tank is needed to prevent external moisture from entering.
The freezing points of Class B C are all very high; should nitrogen be used for purging? Isn’t it better to use steam? The higher temperature makes purging easier.
This is suitable for use during steam purging. Steam blows the residues in the pipelines into a dedicated storage tank, known as a line cleaning tank. We manage the intermediate tank for storage and transportation here, so we are aware of it.
