Gymnastics coaches and safety supervisors – some insights from my work! !

What kind of connection could there be between gymnasts and safety supervisors? I have been working in safety management for nine years, of which I have spent nearly five years in safety inspection. During the security inspection work over the past five years, I have acquired a great deal of professional knowledge, while also encountering many challenging issues. But one thing remains deeply etched in my memory; it is probably one of the most unforgettable experiences from my work in safety supervision. I remember that during a review at a wooden furniture factory, the business unit carried out thorough corrections in accordance with the requirements outlined in the order to make improvements; yet the result of those corrections was such a mess that it was both amusing and frustrating. For example, it is required that employers arrange occupational health examinations for workers in exposed positions, but in reality such examinations are carried out at ordinary hospitals that lack the necessary qualifications; other aspects have also been corrected, but none of them meet the standards and requirements. Under these circumstances, my colleagues and I once again asked the production and operation unit to carry out further rectifications, but a few words spoken by the person in charge really touched me deeply. The person in charge said to me helplessly, \"You only say that there are safety hazards and that the rectifications aren’t adequate – but what exactly constitutes adequate rectification?" A coach can determine whether a gymnast’s movements are standard, but only on the condition that the coach knows what standard movements look like and can demonstrate them to the athlete to help them make corrections. Could your safety inspection department act like a gymnastics coach, pointing out the problems while also demonstrating a set of ‘standard movements’ for us to see? ”Listening to those words made me feel embarrassed, and it also sparked many thoughts in my mind. In the area under my responsibility, there are many small and micro enterprises of this kind; they do not have full-time safety management personnel, and the safety expertise of their main managers as well as part-time safety officers is insufficient. As a result, many of these businesses encounter similar problems when trying to address safety issues. As safety supervisors, they are not babysitters of production and business units; it is impossible for them to teach each one of them, step by step, how to carry out safety management effectively. Furthermore, the Work Safety Law explicitly states the need to strengthen and enforce the primary responsibility of production and business entities for work safety. After some time of careful consideration, I came up with an idea on how to achieve a qualitative improvement in the safety management practices of these small and micro enterprises, and I began to put it into practice. In the first step, I applied for an email account and set a simple password. Then I uploaded templates for documents related to the safety production responsibility system, management systems, operating procedures, emergency response plans, training records, and records of hazard identification and mitigation to my inbox. Additionally, I created five new folders in my email account: ones for safety production laws and regulations, safety production standards and specifications, occupational health laws and regulations, occupational health standards and specifications, and training materials, and I uploaded the commonly used laws, regulations, and standards into these folders accordingly. In the second step, I printed the email address, password, and the office phone number of the company on small pieces of colored paper, and distributed them to various production and business units during safety production meetings and law enforcement inspections in the area. In the third step, during the enforcement process, whenever there are potential hazards in a production or business operation that violate relevant laws, regulations, standards, and norms, the enforcement documents will indicate which specific standards and norms have not been met. The production or business operation entity is then asked to download those relevant standards and norms from a public email address, and to make the necessary corrections in accordance with them. Meanwhile, this process allows the enterprise to acquire knowledge regarding safe production practices. After implementing it for a period of time, it was found to be effective to some extent: it improved the safety management practices of those production and business units that wanted to ensure safe operations but did not know how to do so, and those that wanted to address potential safety hazards but lacked the necessary guidelines. At the same time, it reduced the workload associated with our enforcement tasks. I am very grateful to the person in charge of that production and operation unit for their insights, which helped me understand how to carry out supervision more effectively and become a competent \"gymnastics coach\".
