When the seismic design intensity is less than 7, does tower equipment still need to consider earthquakes?

For cases where the seismic design intensity is less than 7, is it still necessary to consider the effect of seismic loads when designing towers? How does everyone handle it?
If the seismic fortification intensity is less than 7 degrees, isn’t that already taking earthquakes into account?
When using sw6 for calculation, the seismic bending moment is zero. The effects of the earthquake probably weren’t taken into account. I mean, isn’t it something that doesn’t need to be considered in actual engineering? At the very least, the minimum seismic load should be taken into account, based on a magnitude of 7.
