(II) The special qualification for fire protection facility engineering design is divided into two levels: Class A and Class B. II. Qualification Standards for Fire Protection Facility Engineering Design (1) Class A qualification standards 1. Experience and reputation (1) The construction enterprise must have the status of an independent legal entity. (2) The construction company has a good social reputation, with a registered capital of not less than 3 million RMB. (3) The construction company has independently undertaken no less than 3 specialized design projects for fire protection facilities for civil buildings of medium scale or above, or industrial buildings with a fire hazard classification of Class C or above, and all 3 projects include an automatic fire alarm system and an automatic fire extinguishing system (with at least 1 project including a gas fire extinguishing system or a foam fire extinguishing system). 2. Technical requirements: (1) The construction company shall have a properly equipped and structured team of professional personnel; the qualifications and numbers of these key professional staff members shall meet the requirements specified in the \"Table of Key Professional Staff Requirements\" outlined in the standards for the specific qualification being applied for. (2) The main technical responsible person or chief engineer of a construction enterprise shall have a bachelor’s degree or above, at least 10 years of experience in the design of fire protection facility projects, and have supervised the completion of no less than 2 large-scale fire protection facility projects with qualified quality (including automatic fire alarm systems and automatic extinguishing systems). They must also hold a professional title as a first-class registered architect (registered electrical engineer, registered mechanical engineer) or a senior engineering professional title, as well as a certificate of completion of fire protection-related training issued by a provincial public security fire protection agency. (3) Among the personnel specified in the table of key professional and technical staff, those who are not registered shall hold a professional and technical title in engineering at or above the intermediate level, and shall also possess a certificate of completion of fire protection training issued by a provincial public security fire protection agency. 3. Technical equipment and management level: (1) Necessary technical equipment, a comprehensive engineering computer-aided design system, and a fixed workplace. (2) The enterprise has a sound organizational structure, standard system, quality system, and document management system. (II) Class B 1. Qualifications and reputation (1) The construction enterprise shall have the status of an independent legal entity. (2) The construction unit shall have a good social reputation and a registered capital of not less than 1 million RMB. 2. Technical requirements: (1) The construction company shall have a complete and reasonable allocation of professional personnel; the qualifications and numbers of the key professional technicians shall meet the requirements specified in the \"Table of Key Professional Technicians\" outlined in the standards for the specific qualification being applied for. (2) The main technical supervisor or chief engineer of a construction enterprise shall have a bachelor’s degree or above, at least 8 years of experience in the design of fire protection facility projects, and have led the completion of no less than one design project for large-scale fire protection facilities that meet quality standards (including systems for automatic fire detection and automatic extinguishment). They must also hold a professional title as a first-class registered architect (registered electrical engineer, registered mechanical engineer) or an equivalent senior engineering title, as well as a certificate of completion of fire protection-related training issued by a provincial public security fire protection agency. (3) Among the personnel specified in the table for key professional and technical staff in construction enterprises, non-registered personnel shall hold a professional and technical title in engineering at the intermediate level or above, and shall also possess a certificate of completion of fire protection training issued by a provincial public security fire department. 3. Technical equipment and management level: (1) Necessary technical equipment, a comprehensive engineering computer-aided design system, and a fixed workplace. Scope of services covered by the qualification standards for fire protection facility engineering design (1) Class A qualification standards: There are no restrictions on the types and scale of special design projects for fire protection facilities that can be undertaken. (II) Criteria for Class B qualification: Capable of undertaking specialized design work for fire protection systems in industrial and civil buildings of medium size or smaller. IV. Supplementary Provisions to the Qualification Standards for Fire Protection Facility Engineering Design These standards are interpreted by the Ministry of Construction.
