It’s not that it can’t be opened all the time; it fails to open occasionally. It’s really a tough case
If it’s a virtual machine, then either the server has stopped working, or there’s a communication issue; or perhaps the changes you made to R400 on the server haven’t been synchronized to site D in time.
Search in KB for “Faceplate Reset”; there are solutions available there.
If conditions permit, try redownloading the configuration and republishing it.
