Is gas a medium-hazard or high-hazard substance?

For ordinary industrial gas, should it be classified as moderately hazardous or highly hazardous? Please share your opinions.

Carbon monoxide is a highly toxic substance; I don’t think there’s much debate about that. Key point: Ordinary industrial gas is not entirely composed of carbon monoxide; it accounts for about 30%. The majority of it is nitrogen, which makes up around 55%.
