To carry out the preliminary design, the owner needs to submit approval documents for the project, a project overview, the project’s boundary map, the planning regulations for the location of the project, as well as information regarding the availability of public utilities.

Project environmental impact report (form) and approval ; 3. Pre-evaluation reports on labor safety and health for the project, pre-evaluation reports on occupational disease hazards, and related approval documents ; 4. The names, file numbers of documents such as process packages, and the names of the entities that approved them; 5. For projects involving imported technologies, the name and contract number of the technology import contract should also be listed ; 6. Project overview, products and by-products, main raw materials, production methods and energy utilization, production control, location of the facility and surrounding environment, utility systems and auxiliary facilities, main technical and economic indicators, existing problems and suggestions. 7. Land acquisition status and red lines for the project ; 8. General plan and detailed plan of the park ;
