Why is the corrosion more severe at a height of one meter below the C8 tank and near the top of it?

The C8 storage tank was designed for a service life of 20 years, but leaks at the bottom of the pipes were detected after less than 9 years. And at a height of one meter below, the area near the top is severely corroded – what causes this?
