The shell side is saturated steam, falling within the constant-volume regime. The tube temperature is 60° warm water, and it falls outside the range of the fixed capacity regulations. Is there no non-destructive testing, and is stress-relief heat treatment applied to the partition?
I’ve only heard that pressure vessels at normal pressure can sometimes be exempt from inspection, but I’ve never heard of pressure vessels under pressure being exempt from such inspection. Is fraud getting this blatant?

Your case meets the criteria: with a volume exceeding 2.5 MPa·L, it should be considered a pressure vessel, and you don’t want to conduct non-destructive testing. That’s really bold, oh. Did you go to the boiler inspection agency to apply for a permit, only for them to ask the client to come to you later to complete the necessary procedures? If things are done this way, not to mention the money and effort spent, it’s likely that your company isn’t far from going bankrupt.
