Regulations on tank volume

The 5-cubic-meter storage tank produced by the company has a designed capacity of 4.99 cubic meters. I wondered whether there are any standards or regulations requiring certain inspections when the tank’s capacity is 5 cubic meters or more, but I couldn’t find any evidence to support this. Does anyone know? Please let me know, thank you!

To determine whether it falls under the category of special equipment based on conceptual criteria: A pressure vessel is a closed device used to hold gases or liquids and is subject to certain pressures. It includes fixed and mobile vessels whose maximum operating pressure is 0.1 MPa (gauge pressure) or higher for gases and liquefied gases, and whose maximum operating temperature is equal to or higher than their standard boiling point; such vessels also have a volume of 30 L or more and an inner diameter of 150 mm or more (for non-circular cross-sections, this refers to the largest geometric dimension of the cross-section)；
As stipulated in Article 1.4 of the Safety Technical Inspection Regulations for Fixed Pressure Vessels (TSG_R0004-2009).
This storage tank is suitable for storing LNG and constitutes a special type of equipment; the calculation documents and drawings are stamped with the approval mark for special equipment design. What’s confusing now is why 4.99 cubic meters is specified instead of 5 cubic meters!
4.99 is the volume indicated in the design documents; therefore, the equipment’s technical documentation and nameplate must be consistent with the design drawings. As for the volume you produce that is viable being 5 cubic liters, ask your technical staff.
It’s a low-temperature container, right? Previously, there was a rule stating that devices with a volume of less than 5 cubic meters could be produced in bulk, and customers did not need to register with the local inspection agency to obtain a usage permit. But now it can be produced in bulk at 4.99, yet customers need to go through registration procedures to obtain a usage license.
Oh, then where does this rule come from? I couldn’t find it.
