In practice, it is condensate flashing to recover some low-pressure steam.
The steam expansion tank is a device used in urea production plants that utilize aqueous solutions; low-pressure steam condensate enters this tank where it undergoes pressure-induced flashing (the pressure drops from 0.33 to 0.28 Mpa), generating some steam at 0.28 Mpa that is used for insulating the urea melting pipelines.
