Calculation of load on ear-type supports

When calculating the load on ear-type supports, is it not necessary to consider the effect of vertical seismic forces? It seems that vertical seismic forces are not included in the ear seat standards

I think that vertical seismic forces first cause the equipment to be lifted upward before exerting a downward force; the bolts holding the equipment in place prevent it from being lifted, so there’s no possibility of the equipment being lifted. Since the seismic force is likely to be less than the weight of the equipment itself, no downward force is generated when lifting does not occur, and therefore no calculation is necessary. I’m not sure if my understanding is correct. For reference only.
