Which document requires that workshops using chlorine be enclosed?

I can’t find the source; I hope everyone can provide some relevant information
Most mandatory requirements are local regulations. The Chlor-Alkali Association has issued a document that appears to be a set of recommended requirements.

There should be no such requirement: Refer to the safety regulations for chlorine in GB1198-2008: http://www.doc88.com/p-390268387487.html, which specify that it can be used in semi-open workshops
