Photovoltaic power generation projects built on the roofs, walls, and auxiliary structures of fixed buildings, as well as ground-based photovoltaic power stations that generate electricity for self-use only, are not subject to any restrictions on their scale of construction. The energy authorities in various regions are ready to accept applications for project registration at any time, and grid companies handle the connection procedures promptly; once such projects are completed, they become eligible for subsidies. For Gansu, Xinjiang, and Yunnan, which do not have the market conditions for building new photovoltaic power plants, the allocation of quotas for constructing new such plants in 2016 has been halted or postponed (with the exception of photovoltaic projects aimed at poverty alleviation). All new photovoltaic power generation capacity added in Shandong is allocated for photovoltaic poverty alleviation. The scale of national photovoltaic poverty alleviation projects will be specified separately.
Provinces (autonomous regions, municipalities)’ development and reform commissions (energy bureaus) are encouraged to establish mechanisms for allocating photovoltaic power plant projects through competitive methods such as bidding and selection processes, in order to promote advancements in photovoltaic technology and a reduction in grid connection prices. For regions where projects are allocated through competitive bidding and this approach leads to a significant reduction in grid connection prices, the scale of construction for that year can be increased by twice the average percentage reduction in grid connection prices in that province (region or city). The increased volume is then allocated to specific projects via competitive bidding. The development and reform commissions (energy bureaus) of each province (region, municipality) shall prepare a list of ordinary photovoltaic power plant projects based on this scale, and submit it to our bureau by the end of July 2016. A copy shall be sent to the local **Energy Bureau’s field offices and provincial power grid companies. In accordance with the requirements set out in the “Notice of the **Energy Bureau on Implementing Information Management for Renewable Energy Generation Projects” (Guo Neng Xin Neng No. 358), the relevant project owners shall promptly fill in the necessary information through the **Renewable Energy Generation Project Information Management Platform (hereinafter referred to as the information platform). After December 31, 2016, the list of projects included in the 2016 new construction scale for each region cannot be changed.
Photovoltaic leading technology bases should allocate projects through competitive methods such as bidding and selection, with electricity prices serving as the main competitive factor. In principle, the construction scale of a single photovoltaic power plant project within the base should be over 100,000 kilowatts, and the main photovoltaic products such as photovoltaic modules used in such projects must meet the standards for advanced technology products designated as \"leaders\" in the photovoltaic industry. The selection of project sponsors and the construction of priority base projects are organized and implemented uniformly by the provincial (regional, municipal) development and reform commissions (energy bureaus), or they may delegate such tasks to the city (county) where the base is located for implementation. **The Energy Bureau provides guidance and supervision for the construction of base projects. Power grid enterprises at all levels should cooperate with local energy authorities to implement the annual construction plans. For photovoltaic power generation projects included in the implementation plan, it is necessary to follow the principles of streamlining procedures and improving efficiency, and in accordance with relevant regulations and time limits, issue opinions on project grid connection promptly and carry out the construction of the necessary transmission infrastructure, so as to ensure that the projects can be connected to the grid and begin operating as soon as they are completed.
The development and reform commissions (energy bureaus) of each province (region, municipality) should publicly release quarterly information on photovoltaic power generation project developments in their respective regions, including details on projects that are under construction, those that have been connected to the grid, and those that are already in operation, in order to guide photovoltaic power generation development across various areas. **The various local offices of the Energy Bureau should, through the information platform, keep track in a timely manner of the implementation of annual plans in different regions. They are responsible for overseeing the construction and operation of photovoltaic power generation projects, as well as the services provided by grid companies at all stages related to grid connection, full guaranteed purchases, electricity bill settlement, and the distribution of subsidies for renewable energy. **The agency responsible for the regulation of solar power generation technology is in charge of the operation and maintenance of the information platform. By making full use of information management tools such as this platform, it enhances the monitoring of the construction and operation of photovoltaic power generation projects, as well as the collection of relevant data.
