On 2016-06-13, in order to further advance efforts to prevent and control water pollution in China and improve the quality of water environments, and in line with the national legislative plan as well as the overall guidelines set by the State Council, the Ministry of Environmental Protection has drafted a \"Draft Revision to the Water Pollution Prevention and Control Law\" (for public comment) based on thorough research and investigations. In order to fully understand the opinions of various relevant parties and further improve the revisions, the Ministry of Environmental Protection is today seeking public feedback on the \"Law on the Prevention and Control of Water Pollution (Revised Draft)\\" (draft for comment). It is understood that the current Water Pollution Prevention and Control Law was revised and adopted at the 32nd meeting of the Standing Committee of the Tenth National People’s Congress on February 28, 2008, and came into effect on June 1, 2008. Over the past eight years, institutional measures have been further improved in areas such as standard planning, supervision and management, prevention and control of industrial and urban water pollution, and ensuring the safety of drinking water sources, thereby advancing water pollution prevention and control efforts and achieving positive results. However, in some areas, issues such as poor water quality, severe damage to aquatic ecosystems, and numerous environmental hazards remain prominent, showing a significant gap compared to the expectations of the people. To implement the rule of law and advance water pollution control under the new normal, in 2015 the government included the revision of the Water Pollution Prevention and Control Law in its legislative agenda. After extensive work, and on the basis of careful summary of experience, comprehensive study and reference, as well as in-depth analysis, the Ministry of Environmental Protection has revised the draft to formulate the \"Law on the Prevention and Control of Water Pollution (Revised Draft)\" (draft for public comments). The revisions take a long-term perspective in mind, aiming to meet the needs of ecological civilization construction ； At the same time, it focuses on addressing the shortcomings in the water ecosystem environment for the comprehensive building of a moderately prosperous society, with the aim of providing stronger legal safeguards through legislative reforms to promote the prevention and control of water pollution as well as the protection of the water ecosystem environment. It is stated that various government agencies, organizations, enterprises, institutions, and individuals can submit their suggestions and opinions by following the format and feedback channels provided on the official website of the Ministry of Environmental Protection (www.zhb.gov.cn). The deadline for submitting comments is June 30, 2016.
