One of the principles of safety management states that production must be accompanied by proper safety measures; in other words, production can only be organized on the condition that safety is ensured. Today, the author’s argument is that safety management must be aligned with production; if safety management is not integrated with the production process, then safe production management becomes nothing but empty words, lacking a target for management, specific content for management, and appropriate methods for management. Under such conditions, it is difficult for us to be confident about achieving safe production. Such a perspective is not a product of subjective imagination or something that arises out of thin air; rather, it is based on the principles of safety management, and it results from one’s own understanding and careful exploration and summarization through practice. Looking back over the past decade, the main reason why our organization has been able to maintain safe production for ten consecutive years and carry out 1 million safe blasts is that we have ensured that safety management is carried out in parallel with the construction projects. Regardless of which unit is carrying out construction wherever it may be, it is necessary to first register with the Safety Supervision Department. This involves understanding the topographical conditions of the area, the conditions of roads, the level of forest coverage, and the distribution of building facilities. It is also important to know who is in charge of the project and who is the team leader, what equipment will be used, and whether the equipment, especially motor vehicles, has been inspected before use. This is something that our Safety Supervision Department must know when carrying out the registration process. If no prior registration is done with the Safety Supervision Department, the Finance Department will not approve the loan or process the work authorization. Upon completion of these procedures, the Safety Supervision Department issues a construction safety briefing based on the conditions of the area where work will be carried out, as well as considering the construction methods, equipment used, and the personnel involved. This briefing covers matters such as equipment maintenance, training for workers prior to starting work, forest fire prevention measures in forested and complex terrain areas, improvements to dangerous sections of roads, as well as security at the site, safety of housing, and overall living conditions. All of this must be clearly stated in the disclosure document and properly implemented. Once construction began, we insisted on having a phone call with the project manager on the ground once a week to discuss the status of safety management in the field. At the same time, we conduct timely on-site safety inspections, compare the safety instructions with actual management practices to identify potential hazards, further deepen safety management, implement comprehensive management with everyone involved, and ultimately achieve safe production. By ensuring safety through process management, we have achieved simultaneous progress in safety and production. At the same time, we identified some employees who are conscientious and responsible, highly educated, and possess practical work experience; we assigned them as frontline safety supervisors to strengthen and expand our safety management team. It enables the organization to achieve the highest level of safety at lower safety production costs. Safety follows certain patterns; achieving safety relies on oneself – this is an important principle in safety production management. However, to understand how to follow these principles and integrate management into all aspects of a company’s safe production processes, the author conducted in-depth research and exploration over a period of ten years. As a result, it was determined that managing safety requires taking into account production-related factors; this approach enables the three key tasks of identifying hazards, assessing risks, and implementing preventive measures for unacceptable risks to be carried out in every aspect of safe production. This leads to the concrete establishment of systems for ensuring safe production, thereby providing a clear framework for safety supervision and management. It also allows supervision, guidance, services, and safety management to be integrated together, creating an environment in which everything is under control and there is constant oversight everywhere. As long as it is human activity, there is inevitably an issue regarding the safety status during the course of that activity; safety is an integral part of the activity itself. If safety management is implemented in activities, accidents are inevitable only in theory; accidents actually occur by chance (due to areas of knowledge that remain unknown to humans). Conversely, if safety management is not implemented in activities, it is accidental that no accidents occur (due to constraints imposed by objective conditions), while accidents are inevitable. How to carry out safety management? Safety depends on oneself; safety management is a form of management that serves to help people achieve their goals in their activities. Therefore, safety management in production activities cannot be left to others – it must be handled by one’s own self. The main actors in safety management are the people who carry out production activities themselves; this is determined by the objective laws of safety management, and by following these laws, safety work can be done effectively. “The slogan “I want to be safe” should be more accurately phrased as “I must be safe”; otherwise it’s like describing a “blind, mentally disabled person with uncontrollable behavior crossing the road”. As the professional department responsible for safe production in enterprises, only by continuously monitoring all aspects of production, maintaining regular communication with those on the front line, and providing dynamic supervision and guidance, can we develop scientific and effective preventive measures and ensure that these measures are put into practice. Managing production necessarily involves managing safety, which shows that safe production relies on each employee on the job site. Managing safety requires keeping an eye on production, which means that safety measures must be practical and assigned to specific individuals in order for us to achieve safe production. To ensure safety, we must keep track of production; only then can we ultimately achieve safety.
