A question regarding intermediate handover

Before the intermediate handover, the project is managed by the construction unit; after the intermediate handover, everything must follow the instructions of the production unit, which facilitates organizing the necessary improvements and preparatory work prior to commencement in accordance with the production unit’s requirements.

Were they that great before CCCC? Unless there is a construction error, they won’t listen to the production workshop; they always insist on following the design plans. They’re not afraid of having to redo the work later either; there are costs associated with redoing the work, and those can be earned as profit. Some of the unfinished construction tasks left over from the China Communications Construction period were due to design issues that prompted the production workshops (departments) to request changes; some were added at the request of the production workshops themselves; and some were caused by delays in the delivery of materials. Issues like these are only known to the production unit in terms of their urgency; how could the construction team understand that? Then, rectifications are carried out in the order required by the production unit to improve the efficiency of the startup preparations. The final amount after the settlement is the result of a joint inspection and evaluation; it’s an item that needs to be improved as required following discussions. Under normal circumstances, it’s acceptable to incur additional costs for this purpose. Even if no extra construction costs are incurred, since the main work has already been done, sometimes the construction party will agree to accept a slight loss as part of the final settlement.

There are various reasons for the remaining issues related to the \"three inspections and four determinations\" before and after construction by CCCC; these include design-related factors, problems with equipment and materials, issues related to construction quality, as well as situations where there is no fault at all but the operation becomes inconvenient for the workers, among other reasons. Generally, the remaining items to be rectified are classified into three categories based on their nature: “A”, “B”, and “C”. Category A: Immediate corrective action is required, with completion before the inspection ； Category B: Handover without completion of certain items is possible, but the relevant corrections must be completed before the equipment starts operating ； Category C: Handover without completion of certain items is permitted, but the relevant corrections must be completed before the device performance assessment or within the specified time frame.
