As the title suggests: In the current design project, there are many issues that need to be determined on-site in the process drawings prepared by the design institute, as well as in the documents related to process piping and process instrumentation: 1. Intersection points of process pipelines – to be determined on-site; 2. Interlock modifications and pressure tapping points – to be determined on-site; 3. Although heating systems are shown in the drawings (both in the process and piping diagrams), their details still need to be determined on-site during actual construction; 4. Wiring within cabinet rooms – also needs to be determined on-site. I understand that everyone involved (the design institute and the client) faces difficulties, possibly due to previous versions of the as-built drawings or hidden works, and there may be more than 100 such issues. I would like to ask: 1. In what situations within a design project is it necessary to determine things on-site? 2. On-site identification – who will carry out the identification? 3. Is the person identified a designer in the project? Will design fees be used? 4. What are the responsibilities of the on-site design representative? Is the design representative the person who identifies things on site? Can I use the site? 5. If it is an on-site identification, how can the accuracy of the material list be ensured? (There was once a case where cable wiring for cabinets 10 meters apart required a 100-meter cable, wound back and forth 5 times.)
What type of project is it? Is it a renovation? It has progressed to that stage now; for renovation work, it’s better to take a look on site. What does it mean by 100 meters of cable – what size is that cable? Is relocation required at a later stage?

The key is who will be on site to oversee it, and who will make the decisions? The cable is used for connecting two cabinets; 10 meters would have been sufficient, but no one checked this, and the design specified 100 meters of cable to be used
Since it is a renovation of an old installation, the pipes, instruments, and electrical systems on site may differ significantly from the original design drawings. Attempting to modify things according to the original drawings could lead to discrepancies in the renovation plans; therefore, everything that cannot be confirmed through the drawings must be verified on site. On-site confirmation is of course carried out by the project owner (or client) on the client’s side; the engineering design party should receive a confirmation letter from the client. Once that letter is obtained, the client is responsible in case any errors occur.

If everything is to be confirmed by Party A, then what’s the need for a design representative? In other words, don’t designers themselves have the responsibility to be familiar with the site, understand it, and verify its conditions?

A representative from the design firm should be sent to the site for identification, and he shall communicate with the client to confirm the details. Of course, it is the contract that determines who will be responsible for the verification. If the contract stipulates that the design party shall bear full responsibility, then that party’s responsibilities will be much greater, and accordingly, the fees charged will also differ, right?
For projects under general contracting, the design party is definitely fully responsible
Well, in that case, it should be the on-site supervisor of the design unit who indicates the locations to the construction party on site, with the project supervisor responsible for oversight
