[Industry News] Zhongtai Group’s 1.2 million-ton PTA project has commenced construction in the Korla Petroleum and Petrochemical Industrial Park

65 kilometers southwest of Korla City, the Korla Petroleum and Petrochemical Industrial Park in Bayingolin Mongol Autonomous Prefecture is taking shape. The six-lane asphalt road leading into the industrial park is wide and smooth. On July 6 of this year, the construction of a PTA plant with a capacity of 1.2 million tons began, with Zhongtai Group investing around 30 billion yuan in this project. To date, several companies have approached the group to discuss potential cooperation on petrochemical projects. It is expected that by 2020, the petroleum and petrochemical industrial park will generate an output value of 15 billion yuan, laying a solid foundation for Korla City to achieve a gross economic output of over 100 billion yuan and local fiscal revenue of over 10 billion yuan by the end of the 13th Five-Year Plan period. It will also become one of the key drivers for strengthening the city’s industrial sector. The 1.2 million-ton PTA project of Zhongtai Group requires an investment of around 30 billion yuan; it generates annual sales revenue of 32 billion yuan and annual profits and taxes of 5 billion yuan, while also providing direct employment for 5,000 people. This year, the project will complete fixed asset investments of 300 million yuan, with production expected to begin in October 2018. The construction of this project will help establish an integrated industrial base for aromatics, ethylene glycol, polyester, and textile apparel in southern Xinjiang, thereby significantly promoting economic development and industrial upgrading in Bayingolin Mongol Autonomous Prefecture as well as throughout Xinjiang. It will also have a significant and far-reaching impact on maintaining social stability and long-term peace in southern Xinjiang.
The Korla Petroleum and Petrochemical Industrial Park in Bayingolin Mongol Autonomous Prefecture is located to the southwest of the Kurchu Horticultural Farm, on the north side of the road running from Regiment 29 to Lunnan Town. It is about 35 kilometers away from Tiemenguan City in the Second Division, and 65 kilometers away from Korla City. The total controlled area for the park’s planning is 95 square kilometers, with the planned area itself being 40 square kilometers, and the initial development zone covering 9.8 square kilometers. On June 10, 2015, the People’s Government of Bayingolin Mongol Autonomous Prefecture officially approved the use of the Korla Petroleum and Petrochemical Industrial Park as a sub-park within the Korla Shangku Comprehensive Industrial Park, with the aim of fully developing projects related to the petrochemical industry there. The Korla Petroleum and Petrochemical Industrial Park in Bayingolin Mongol Autonomous Prefecture boasts advantages such as ample space for development, sufficient safety distances, strong environmental capacity, no restrictions on flight or height construction, proximity to gas supply pipelines, and low costs associated with demolition and construction. The planning and construction of the petroleum and petrochemical industrial park are of great significance for Korla City to accelerate the advancement of its development in four areas, take the lead in achieving three goals, and become an important modern regional center city in Xinjiang as well as a new-type petroleum and petrochemical city. It also helps to accelerate the realization of a healthy and happy Korla as well as the comprehensive building of a moderately prosperous society. At present, the Overall Plan for the Korla Petroleum and Petrochemical Industrial Park in Bayingolin Mongol Autonomous Prefecture has been prepared by the China National Petroleum Planning Institute. Reports such as the \"Report on Mineral Resources Overlaid in the Korla Petroleum and Petrochemical Industrial Park in Bayingolin Mongol Autonomous Prefecture and Geological Disasters\" and the \"Water Resource Assessment Report for the Korla Petroleum and Petrochemical Industrial Park in Bayingolin Mongol Autonomous Prefecture\" have all been completed. The park is planned to have 10.55 kilometers of dedicated railway lines, one marshalling yard, and one hazardous materials transfer station; the estimated investment for this project is 550 million yuan. The preliminary design for the Kuxi Overpass and the Kuerchu Petrochemical Park Overpass has also been completed. On September 6, the People’s Government of Korla City submitted an application to the Autonomous Region’s Department of Transportation to build these two overpasses. A total of 13.44 kilometers of the three roads in the park—Taizhong Road, Kunyu Road, and Qiyuan Road—have been built.
