Regarding single-sided heating of heat exchangers

The outlet temperature of the heat exchanger is controlled using zoning control; in other words, when the temperature is high, the bypass of the heat exchanger is used, while when the temperature is low, the normal path is utilized. What I want to ask is, if the outlet temperature is too high, can all the media be routed through a bypass? Some people say that if all flow takes the bypass route, the heat exchanger will be heated only on one side, which means it is subjected to heating from just one side, and this could easily lead to leaks in the heat exchanger. I’m not sure whether such a situation really does occur
