Do safety management personnel belong to the technical staff?

Realization: Having just been transferred from deputy director of the production workshop to the Safety and Environmental Protection Department, I feel that there is an endless amount of work to be done. Safety managers rarely participate in the development of technical plans; they spend their time conducting inspections, and the problems they identify are usually trivial matters, while the company doesn’t pay much attention to the more serious issues. Security management is all about dealing with inspections from outside and above; it’s hard work, with no visible results, which is incredibly frustrating.

Safety and environmental protection personnel can also establish various rules and regulations as well as technical solutions. Our factory’s safety officers are all older people with low educational qualifications; to be honest, some of them don’t even understand the equipment well. Those who manage rings are definitely managers. However, there is indeed a contradiction between safety management and safety inspections. The staff in our security department are responsible for conducting inspections, issuing notices for corrective actions, and following up on them. It is the responsibility of the workshop departments to carry out these corrective actions; if nothing goes wrong, everyone is happy, but if an incident occurs, the security department has inspection records, which reduces its liability. There are many issues in the production department that cannot be resolved or fixed, and they require significant funding or the suspension of operations; the company will not agree to this easily.
