Which VOCs emission standards should be followed for oil depots and gas stations?

As the title suggests, I would like to ask whether storage facilities and gas stations are required to comply with the requirement specified in GB31570-2015 \"Emission Standards for Pollutants in the Petroleum Refining Industry\" and GB31571-2015 \"Emission Standards for Pollutants in the Petrochemical Industry\", namely that the total amount of non-methane hydrocarbons in atmospheric emissions must not exceed 120 mg/m3 Is it still sufficient to meet the requirement of not more than 25 g/m3 as specified in GB20950-2007 \"Emission standards for air pollutants from oil storage facilities\" and GB20951-2007 \"Emission standards for air pollutants from gasoline transportation\"? Which emission standards should petrochemical enterprises follow for exhaust gases from their tank farms? I earnestly ask the experts on this forum to share their wisdom!
GB31570-2015 \"Emission Standards for Pollutants in the Petroleum Refining Industry\" stipulates that the control of emissions of gasoline and vapors during storage in gasoline tanks and during fuel dispensing in petroleum refining enterprises shall be carried out in accordance with the provisions of this standard, and the relevant regulations in GB20950-2007 shall no longer apply.
