There is a saying circulating at the production site: \"Protect against fires, theft, and safety officers,\" which indicates that safety officers are not welcomed by employees when conducting inspections there, and in fact, they face strong resistance. There is also the notion that \"safety is someone else’s responsibility, it falls to the safety management department,\" which indicates that the line management hierarchy (from team leaders up to department heads or managers) fails to assume its primary responsibility for safety. Safety and production are treated as separate matters; those who are most familiar with the workplace and understand it best hand over safety responsibilities to the safety management department – this represents a serious misalignment. If you always do things in the same way as before, you will ultimately get the same results as before. Traditional safety management methods, such as relying on safety officers to enforce fines, can no longer meet the new requirements of the Work Safety Law. Implementing the primary responsibility of enterprises and enabling autonomous management at all levels of management represents a significant shift from \"safety being imposed on me\" to \"I strive for my own safety\". The author believes it is necessary to clarify the responsibilities of employees, line managers, decision-makers, and safety management departments: Whose responsibility is it if employees fail to ensure safety? It is the responsibility of the direct management, as over 95% of accidents occur on the job site, and around 95% of employees are also there; employees are thus closest to the direct management. If the direct management fails to ensure safety, whose responsibility is it? It is the responsibility of the decision-making level, as security management is a top-down management process that requires action at all levels. Who is to blame if the decision-makers fail to ensure security? It is the responsibility of the safety management department, as it can enhance the influence of safety leadership at the decision-making level and foster interest among those in decision-making positions. From team leaders upwards, department heads or managers have the most contact with and are the closest to on-site employees. The principal person in charge of an enterprise is the primary responsible party for safety management within that enterprise, and must ensure: 1. Unified goals of zero accidents, zero injuries, and zero pollution. 2. Strengthen beliefs and unify thoughts; zero goals can definitely be achieved. 3. It is necessary to consistently demonstrate the five leadership qualities related to safety: focus, support, involvement, role modeling, and influence. The person in charge of a department, who is the primary person responsible for safety management within that department, must: assume responsibility for safety matters, ensure that safety is taken into account in all production and business activities, and evaluate employees’ performance in terms of safety. The safety management department serves as the technical advisor, coordinator, and consultant for safety management, as well as the entity responsible for evaluating safety performance. It must act as a technical advisor to line managers, a consulting partner for decision-makers, and assess the degree to which line managers fulfill their responsibilities related to safety.
