The environmental impact assessment report for Mengxi Energy’s coal-based polyolefin project has officially been approved by the **Ministry of Environmental Protection. Recently, Mengxi Energy’s coal-based polyolefin project received approval from the Ministry of Environmental Protection for its environmental impact assessment, making it one of the first projects during the 12th Five-Year Plan period to secure such approval; this also marks the completion of the preliminary stages of the project. This project is a **Demonstration Project for the Clean and Efficient Conversion and Upgrading of Coal sponsored by the National Development and Reform Commission**; in 2013, it received approval from the commission to proceed with the preliminary work. It utilizes technologies such as pressurized gasification of dry coal powder, low-temperature methanol washing for purification, low-pressure methanol synthesis, MTO process, ADL process, Spheripol process, and IGCC to produce polypropylene and polyethylene. As a by-product, liquefied petroleum gas, C5 compounds, gasoline, and sulfur are also generated. Additionally, this project has been assigned by the Ministry of Environmental Protection as an environmental protection demonstration project involving the integrated gasification combined cycle (IGCC) technology.

For the 800,000-tonne olefin production capacity of SPIC and Da Dahl, only two 150-tonne coal-fired boilers were designed; under normal operation, electricity is generated by the 40,000-kW IGCC gas turbines, with steam being produced as a by-product of the waste heat. It cannot really be considered combined-cycle power generation, as the gas turbine produces little steam; most of the steam used for power generation comes from medium-pressure superheated steam generated as a by-product in chemical manufacturing processes. Calling it IGCC is just borrowing that name. The selected processes and equipment are all mature, so there should be no problems with their successful installation and operation.
