The new methanol-to-olefins project built after the relocation of Tianjin Botehua, which includes facilities for producing 600,000 tons per year of caustic soda and 800,000 tons per year of PVC, is expected to come online by the end of 2019. Publication date: 2016-07-21. Environmental impact assessment approved for a new 3.6 million tons per year methanol-to-olefins project in Tianjin. Recently, the environmental impact report for Tianjin Bohua Chemical Development Co., Ltd.’s relocation and transformation project was officially approved. The project is located in the Tianjin Nangang Industrial Zone (south of Xigangchi and east of Nangang Sixth Street, covering an area of 3.05 million square meters). The construction contents mainly include: the main project, storage and transportation facilities, flare system, and auxiliary facilities. Main projects: Construction of 2×1.8 million tons/year methanol-to-olefins (MTO) plants, 1 million ton/year polyethylene (PE) plant, 2×300,000 tons/year polypropylene (PP) plants, 600,000 tons/year ion-exchange membrane caustic soda plant, 800,000 tons/year polyvinyl chloride (PVC) plant, 60,000 tons/year ethylene oxide (EO) plant, 40,000 tons/year surfactants (EO, AEO) and water-reducing agents (PEG) plant, 200,000 tons/year propylene oxide with 450,000 tons/year styrene (PO/SM) co-production plant, 100,000 tons/year polyether (PPG) plant, 30,000 tons/year polymer polyol (POP) plant, and 100,000 tons/year hydrogen peroxide plant. Storage and Transportation Engineering: A new tank farm and associated facilities will be constructed to store a total of 20 types of chemical products, including alcohols, acids and bases, hydrocarbons, and other chemicals. A total of 168 new storage tanks will be built, including fixed-roof tanks, internal floating-roof tanks, spherical tanks, and cryogenic tanks. Their capacity ranges from 500 cubic meters to 50,000 cubic meters, resulting in a total storage capacity of 1.158 million cubic meters. The annual handling volume is approximately 7.655 million tons. Torch system: 4 new main torches and 1 start-up/shutdown torch will be installed. The main flare is responsible for treating the vent gases under emergency conditions in the MTO unit, PP unit, PE unit, PO/SM co-production unit, and tank farm ; The start-up and shutdown flare is responsible for handling the vent gases during the start-up and shutdown of various units. Supporting facilities: new administrative office buildings, quality inspection centers and environmental monitoring stations, maintenance facilities, air separation and air compression stations, and pure water treatment plants. Upon completion of the project, the annual production capacity will be approximately 37,382 tons of propylene, 107,750 tons of propylene oxide, 446,600 tons of styrene, 563,548 tons of 50% caustic soda, 49,994 tons of liquid chlorine, 60,000 tons of sodium hypochlorite, 8,909 tons of hydrogen, 799,159 tons of polyvinyl chloride, 100,000 tons of 35% hydrogen peroxide, 25,986 tons of ethylene oxide, 20,000 tons of surfactants, 20,000 tons of water reducers, 300,786 tons of polyethylene, 600,300 tons of polypropylene, 81,700 tons of polyethers, and 30,000 tons of polymer polyols. The total investment for this project is 29,414,409,300 yuan, of which approximately 1,383,570,000 yuan is allocated to environmental protection measures, accounting for around 4.7% of the total investment. Completion and commissioning of the project are expected by the end of 2019. Following the serious fire and explosion accident at Tianjin Port on August 12, all 583 hazardous chemicals enterprises in Binhai New Area were included in the \"red, yellow, blue\" safety management list. 85 enterprises have been listed on the “red list” and are required to develop plans for phasing them out, closing them down, changing their production activities, or relocating them. Among them, Tianjin Botian Chemical Co., Ltd. began its relocation process in 2016, and all production at its facility was halted by March 2016; Tianjin Dagu Chemical Co., Ltd. plans to cease production in the first half of 2019.
