Why is a dedicated section on fire protection design required for fire safety inspections?

I would like to ask experienced friends: after the factory is built, a fire safety inspection is required. We went to the fire department, and they asked us to provide a special document on fire protection design; however, we have consulted many companies, and all of them said that a fire protection design description is sufficient. Why exactly do they want us to provide a special article? Special articles and explanations are very different; an explanation consists of just a few pages, while a special article takes up an entire book. And it’s very troublesome. We deal with the treatment of waste acid; it is neither flammable nor explosive, and our facilities are designed according to Category V standards, resulting in a very low fire safety rating. So the question is, under what circumstances is a dedicated article needed? And under what circumstances is just an explanation sufficient? Urgent.
