Issue of air holes formed in the internal padding plates of the equipment

There is an existing storage tank, within which angle steel supports are welded. A gasket is welded between the angle steel and the tank wall; is it necessary to provide vents in this gasket?
If drilling holes is not desired, consider breaking the weld at the bottom of the gasket.
Gussets are generally not fully welded, so there is no need to create vents...
Here’s another new question: Can the gaskets inside the container/tank \"be\" equipped with vents or a fillet-welded structure (as opposed to whether they \"should\" be)?
However, the purity of the medium inside is required to be high; leaving a section unwelded might contaminate the medium! !
So, what is the purpose of having openings in the external shims or of not welding them fully? Stress cause? I’ve never really understood it:o
Leave 10 mm of the bottom weld unwelded~~~~~~
Leave 10 mm for the bottom weld; this should have nothing to do with the contaminating substances
