According to the GB18218-2009 standard, the hazard level of toxic substances is determined based on GB12268; currently, GB12268-2012 has replaced GB12268-2005. According to GB12268-2012, titanium tetrachloride is classified as Category 6.1, while the repealed version GB12268-2005 classified it as Category 8.1. 12268 is merely a way of classifying titanium tetroxide; the identification of major hazard sources involves an equivalent classification method. It seems that the original poster has confused these two concepts. Table 2 in 18218 provides the equivalent values for the classification under 6.1. The classification of hazardous chemicals in 18218 is based on 12268, so there is no problem.
