It depends on how tall it needs to be. In our workshop, we used 1.8-meter-high racks; they could be assembled by the operators themselves, and no special permits were required. But when a higher height is required (when several scaffolds are connected together), the maintenance team is called in to set them up; they have scaffolding worker certifications, and the workshop issues permits for working at heights.
