Letter Soliciting Opinions on Adjusting Certain Indicators in the Qualification Standards for Construction Enterprises, Jian Shi Shi Han No. 86: http://www.mohurd.gov.cn/images/line2.jpg To the Departments of Housing and Urban-Rural Development of all provinces and autonomous regions, the Construction Commissions of directly-administered municipalities, the Construction Bureau of the Xinjiang Production and Construction Corps, and relevant enterprises under central government administration: In order to further advance the reforms related to streamlining administration, combining delegation of power with proper oversight, and improving services, we intend to make adjustments to certain indicators in the qualification standards for construction enterprises. The specific details are as follows: 1. Eliminate the requirements regarding the enterprise manager, financial officer, and first-class construction engineers as stipulated in the “Special Grade Qualification Standards for General Contracting Construction Enterprises” (Jian Shi No. 72). 2. Revoke the quota requirements regarding registered construction engineers, professionals with professional titles, on-site management personnel holding position certificates, and skilled workers as stipulated in the \"Qualification Standards for Construction Enterprises\" (Document No. Jian Shi 159). 3. As of January 1, 2017, for enterprises applying for special or first-class qualifications for general contracting in construction projects and municipal public works, the project performance shall be determined based on the National Construction Market Supervision and Integrity Information Platform; performance that is not listed on this platform will not be recognized as valid.
