Generally speaking, do the asphalt pipelines in asphalt storage projects qualify as pressure pipelines?

According to the definition of pressure pipelines, the asphalt in ordinary asphalt pipelines is a flammable liquid; such pipelines are necessarily under pressure, and their diameter is usually greater than 50, so they should be classified as pressure pipelines. Is there any mistake in my judgment? Because in several projects they worked on, the asphalt pipes were excluded from being classified as pressure pipes. I don’t know what’s going on.
One of the definitions for pressure pipelines is liquids whose maximum operating temperature is higher than or equal to their standard boiling point. Asphalt has a boiling point of over 400°C, and the maximum operating temperature should not exceed this value; therefore it is not considered a pressure pipeline.
