Atmospheric pressure storage tank accident pressure relief system

Are there any relevant regulations stipulating that a atmospheric pressure storage tank must be equipped with an emergency pressure relief system in addition to a vent valve? At present, it is only tanks equipped with a nitrogen sealing system that require the installation of pressure relief manholes or breathing manholes.
I didn’t see it either, but I feel it’s very necessary. .
Flammable liquid storage tanks that are not nitrogen-sealed should also be equipped with vent valves fitted with flame arresters
Section 5.1.5 of SH/T3007-2014 specifies this clearly. But this standard applies to tank farms.
