Regarding the usual description of vapor pressure

When we talk about the steam pressure in Mpa, do we mean saturated steam or superheated steam? Should it be specified if it is superheated steam? Is \"saturated steam\" the usual term that does not require specification?
Low-pressure steam: <1.0 MPa Medium-pressure steam: 1.0 MPa – 4.0 MPa High-pressure steam: 4.0 MPa – 12.0 MPa
Pressure is pressure, and temperature is temperature. Official websites usually use superheated steam. For example, for steam with a pressure rating of 4 MPa, 250 degrees corresponds to saturated steam, while 400 degrees corresponds to superheated steam.
