Construction began in August 2007, and it was completed and put into operation by the end of 2009; qualified oxalic acid products were produced on trial on May 3, 2010. Full production capacity was achieved on November 18, 2011. The 200,000 tons per year coal-to-ethylene glycol plant in Tongliao Jinmei is the first production line in China to utilize coal-based oxalic acid technology. It builds on traditional methods by hydrolyzing a portion of the intermediate product, oxalate ester, at the later stages of coal chemical production to produce oxalic acid and methanol. The methanol contained therein can further be used to produce methyl nitrite, which is then used to create oxalates, thereby achieving recycling. Oxalic acid produced using this process not only has environmental advantages but also features low costs and high purity. Relying on the coal resources of Henan Coal and Chemical Group, Yongjin Chemical has established five ethylene glycol production facilities in Henan Province, each with an annual production capacity of 200,000 tons. These facilities are located in Yongcheng, Anyang, Puyang, Xinxiang, and Luoyang. All five ethylene glycol projects are considered key construction projects in Henan Province. All five projects utilize a coal-to-ethylene glycol synthesis technology that is owned jointly by Henan Coal and Chemical Industry Group and Tongliao Jinmei Chemical Co., Ltd., and for which independent intellectual property rights exist.
