What are the special requirements for graphite packing in oxygen valves?

I’ve often heard that graphite packing cannot be used in oxygen valves, but recently I’ve seen many imported valves that do use graphite packing. After doing some research, I found out that it is treated in a special way; however, the exact details of this treatment are not clear. I wonder if anyone knows what requirements graphite packing used in oxygen valves must meet, and how it differs from that used in ordinary valves
I only know that the oxygen valve requires oil-free conditions.
I’m not entirely sure about this; what is commonly used in China are perfluorinated substances.
