Tangshan has won the favor of chemical enterprises from Beijing and Tianjin, attracting 16 special chemical projects from those regions. According to HuiCaoong Chemical Network, recently, Caofeidian District, which is part of the Beijing-Tianjin-Hebei coordinated development zone, has once again drawn attention. An unprecedented conference on the transfer of the special chemicals industry between Beijing and Tianjin has made this place extremely lively. Among the companies attending the conference were many Fortune 500 firms such as PetroChina, Sinopec, CNOOC, and Sinochem. In addition, 62 enterprises from Beijing and 51 enterprises from Tianjin also participated in the meeting, bringing a total of 146 chemical enterprises to Caofeidian District. At the matchmaking event, Tangshan reaped significant benefits, with 16 projects signed collectively, involving a total investment of 12.48 billion yuan. Four chemical industrial parks have been designated as the initial sites for the transfer of special chemical industries from Beijing and Tianjin. “There is no doubt that the transfer of chemical industries from Beijing and Tianjin will bring new opportunities for the development of Tangshan’s chemical industry.” ”At the meeting, Tong Tengfei, deputy director of the Beijing Municipal Commission of Economy and Information Technology, explained that as Beijing accelerates the reduction of functions unrelated to its role as the capital, some chemical enterprises are faced with the option of moving away from the city. For reasons such as safety and environmental protection, most specialty chemical companies will relocate out of Beijing. In fact, in the face of the opportunity brought about by the shift of the chemical industry from Beijing and Tianjin, Tangshan’s strategic position has become clearer. Previously, a series of signals had already appeared in various agreements and plans – on July 31, 2014, Beijing ** and Hebei Province ** signed the \"Cooperation Agreement for Joint Development between Beijing and Hebei,\" which emphasized cooperation in sectors such as steel and petrochemicals ； The Outline for the Coordinated Development of Beijing, Tianjin, and Hebei clearly states that a world-class petrochemical industry base should be established in Caofeidian ； On September 28, 2014, the **National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued the \"Petroleum and Chemical Industry Planning and Layout Plan,\" designating Caofeidian as one of the **seven major petroleum and chemical industry bases. The plan called for optimizing the layout of the petroleum and chemical industry in the Beijing-Tianjin-Hebei region and establishing the Caofeidian petroleum and chemical industry base in Hebei. To put the plans into action, at this meeting, Tangshan City, in line with its industrial development plan, initially identified four chemical industry parks – Caofeidian, Haigang Development Zone, Leting, and Luannan – as the initial areas to host the transfer of special chemical industries from Beijing and Tianjin. These four industrial parks have developed a certain scale of industry, and have carried out numerous cooperation initiatives with special chemical enterprises in Beijing and Tianjin, thus possessing a solid foundation for taking on further projects.
Tangshan boasts a clear comparative advantage, which has won the favor of chemical enterprises from Beijing and Tianjin. “In terms of undertaking the special chemicals industry, Tangshan has unique advantages.” ”Wang Jiuzong, member of the Tangshan Municipal Party Committee and executive vice mayor, said that this advantage is first reflected in the reserve of resources, which forms the foundation for the development of the chemical industry. Currently, Tangshan has 5.09 billion tons of coal reserves, 6.61 billion tons of iron ore reserves, 1.08 billion tons of oil reserves, and 148 billion cubic meters of natural gas reserves. “Due to the large inflow and outflow of raw materials, most modern chemical enterprises locate themselves in certain ports. ”Ma Congyue, deputy secretary-general of the Chemical Park Working Committee of the China Petroleum and Chemical Industry Federation, explained that shifting to coastal areas has become a trend in the development of the chemical industry. Tangshan’s port advantages also attract chemical companies greatly: in 2015, Tangshan Port’s annual total cargo handling capacity reached 512 million tons. Caofeidian Port has even become the only port in the Bohai Bay capable of accommodating 400,000-ton ships. Its unique advantages have won the recognition of enterprises. In October 2013, as China’s largest comprehensive operator of shale gas-related new materials, Donghua Energy planned to locate its facilities across the country. After a year and a half of evaluation and comparison, it ultimately chose Caofeidian, mainly due to its rare comprehensive competitive advantages nationwide. Through green production, Caofeidian will establish a leading circular economy chemical industrial park in China. “In order to attract the relocation of chemical industries from Beijing and Tianjin, Tangshan will draw on the development experiences of advanced chemical parks such as Jurong in Singapore, Houston in the United States, and Antwerp in Belgium to build a first-class chemical industry base.” ”Wang Jiuzong explained that the advancement of the industry toward higher levels will be a characteristic of the Tangshan chemical industry base. As an important pillar of the Tangshan chemical industry base, at the coordination meeting, the Caofeidian Petrochemical Base defined its industrial orientation: in the future, it will have the capacity to process 50 million tons of crude oil, tens of millions of tons of light hydrocarbons, 4 million tons of ethylene, and 5 million tons of aromatics, thereby becoming a world-class petrochemical industry hub that excels in terms of products, technology, management, safety, and efficiency. Furthermore, the specialty chemicals industry has high safety requirements, and Caofeidian is precisely capable of meeting such requirements. Officials from Caofeidian District explained that the area where the petrochemical industry base is located was created through land reclamation; it is more than 25 kilometers away from any towns or villages, boasting independent spatial boundaries and ample safety buffers. These conditions are conducive to the development of large-scale petrochemical industry clusters, making it one of the most suitable areas in China for carrying out large-scale petrochemical projects such as integrated refining and chemical production.
