The focus of safety management lies in work teams, and the ultimate responsibility for preventing accidents rests with each individual employee. To build a solid safety barrier and protect lives and property, it is necessary to start at the team level, and even more so at the individual employee level. Therefore, raising employees’ safety awareness and making safety a habit is the core task in building a corporate safety culture. Based on the actual production management in oil fields and the Second Oil Production Plant, a \"fourmodernization\" management approach for safe production is proposed. “The “Four Modernizations” management approach: 1. Informationization in safety management. With the rapid development of network and mobile communication technologies, as well as the diversification of sources and channels for information dissemination, time and space constraints on people’s ability to learn new knowledge and adopt new ideas are increasingly being overcome. “Instant messaging tools such as “WeChat”, as a new way of information dissemination and communication, feature large amounts of information, wide coverage, and strong interactivity. Using WeChat as a supplementary tool for safety studies and communication helps to achieve the informatization of safety management. Procedure: ★ Create a management area called a “Security WeChat Group” to distribute the latest security documents and meeting summaries via WeChat, thereby overcoming the issue of slow document dissemination in the paper-based era and improving work efficiency. ★ A “Safety Education Classroom” has been established on the WeChat platform to provide online learning on safety knowledge and accident cases through slides, images, videos, etc.; frontline employees can thus access ample and timely learning resources at their fingertips. This changes the previous situation of single training formats, the need for fixed locations, difficulties in gathering people together, and insufficient interaction among them, by providing a convenient learning and communication platform for frontline employees. ★ The management area can also use WeChat groups to promptly share the strengths and weaknesses of each team, thereby encouraging mutual evaluation and comparison among teams so that they can learn from one another’s advantages and address their weaknesses; this can effectively improve the production management level of the management area. 2. Integrated accident prevention: The safety production policy of \"safety first, prevention first, and comprehensive management\" emphasizes the importance of prevention in safety work, which must be applied throughout the entire safety process. In work related to safe production, accident prevention should be the fundamental focus, rather than dealing with incidents after they occur. “\"Prevent problems before they occur\" and \"Prevention is better than emergency response\" both illustrate the importance of taking preventive measures. Adhering to the principle that \"prevention is key in safety work, and everyone’s participation is essential for ensuring safety,\" it requires self-protection at individual positions, mutual support within teams, and collective efforts from all members, so as to achieve unity within teams and at each position, thereby fully ensuring production safety and protecting lives. Method: ★ Set \"60%\" requirements for employees’ daily work, that is: arrange tasks as commands, and define safe operating procedures as standards ; Discipline in execution becomes standard, and wearing protective gear turns into a habit ; On-duty supervision has become a system, and summary evaluations are now standard practice. ★ Standardize the pre-shift meeting system and establish an operation model of “one announcement,” “two presentations,” and “three reminders.” “A presentation to convey the safety concept: Safety is the greatest benefit! Safety is what parents desire, what wives wish for, and what children rely on. “The second session” summarizes the problems existing in work, and outlines the matters that need attention for that shift. “The “three reminders” are used to convey safety instructions, remind employees of standard operating procedures, and emphasize the principle of “four no-harms”. 3. Standardization of safety measures: Before starting work, the team leader or supervisor conducts a safety check regarding the main tasks to be carried out that day, carefully identifies potential hazards in the work process, and formulates practical preventive measures. The supervisor is required to have an overall perspective and take everything into account ; During the operation process, each operator is required to follow the operating procedures strictly, avoid any violations resulting from inertia, and perform their duties properly while working in close coordination ; After work, the supervisor conducts on-site evaluations to assess the quality and safety of the work; leaving the site is not permitted without such an evaluation. 4. Team-based safety assessment: Traditional safety assessments focus on an organization’s evaluation of individual goals; at the same time, they can also lead to serious problems such as weakened unity and low morale within teams, with the situation where \"when one person has an accident, everyone else becomes a laughingstock.\" For this very reason, a team-based approach to safety assessments is even more urgent and necessary. The so-called team-based safety assessment approach involves improving and refining safety assessments from the perspective of team (squad, position) cooperation. Its goal is to ensure that such assessments not only provide motivation and pressure for individuals to improve their safety skills, but also effectively foster safe cooperation within teams. Method: ★ Implement a monthly exam assessment system. At the beginning of each month, safety exam questions are distributed (covering safety documents, lessons learned from accidents, and on-site operations such as the use of fire extinguishing equipment). On-site exams are conducted in various teams in the middle to late part of the month, and scores are compiled on a quarterly basis. Based on the results of the quarterly safety inspections, certain rewards are given to teams with high average scores, while penalties are imposed on those whose average scores fall short of the required standards, thereby linking individual performance to the interests of the team. ★ Implement a mobile red flag system for safety management. Based on the current safety management status of each team on a quarterly basis, taking into account factors such as safety tests, safety inspections at various levels, safety records, and construction site management, the various departments in the management area conduct thorough evaluations. The team with the best safety management performance is awarded the \"Management Area Safety Management Mobile Red Flag\" along with appropriate rewards. ★ One-vote veto system for safety accidents. If a safety incident occurs in a team, that team loses its eligibility to receive any honors for that year, and becomes a subject of close supervision.
