Backpressure steam safety valve leaking steam

After the back-pressure hydrogen circulation compressor was started, the back-pressure steam was vented through the safety valve bypass line; it was observed that steam was leaking from the safety valve stem. Upon consulting the manufacturer, they stated that such leakage was normal. Is this really the case? The backpressure steam safety valve of the hydrocracking unit next door isn’t leaking – help is needed!

Why let it run idle? It’s such a waste. Don’t you need it in the subsequent processing stages? The turbine itself isn’t yet in a fully condensed state – do you think it’s okay for the safety valve to leak?
The compressed steam can be utilized for heating the elbow box in the distillation furnace, as well as for use in the stripping tower; empty it out for a while first when starting up the equipment!
