Issues regarding wastewater treatment operator certification and online monitoring of effluent quality

Hello everyone. I work at a chemical plant, and we have an on-site wastewater treatment facility for treating oily wastewater. After preliminary treatment, the wastewater is sent to the domestic wastewater pipeline and then to the urban wastewater treatment plant for further processing. I have a few questions: First, do the operators and laboratory technicians responsible for wastewater treatment need to hold any certificates? I checked online, and some sources say that such certificates, namely those for wastewater treatment workers and laboratory technicians, are required, while others say they aren’t necessary. I would like to know from everyone whether these certificates are indeed needed. Second, for the water outlet inspection well, I checked to see if online monitoring equipment is necessary, and it turns out that it is required in some cases but not in others.
An operator’s certificate is not required; it’s better to have one, but it’s not essential if you don’t. For online facilities, it is necessary to check whether there are any requirements specified in the environmental impact assessment report and the approval decisions related to it; if such requirements exist, then they must be met, while if no such requirements are present, it may not be necessary to do so. It is best to consult the environmental protection agency as well, as the local authorities have direct authority over such matters.
An operator’s certificate is not necessary; of course, it’s better to have one. Laboratory technicians must have certificates. Since your wastewater enters the park, they should have online monitoring equipment there. You can install such equipment on both sides, as long as both parties are satisfied with it.
