Why doesn’t the building code specify fire separation distances between horizontal tanks and pump rooms or loading/unloading facilities?

For Class A horizontal tanks in ordinary chemical enterprises, the pumps are located adjacent to fire dikes, and there is no specific requirement in building codes to mandate corrective actions in such cases. The two criteria you provided seem not to apply to this company.
It’s clearly stated in GB50160-2008; study it carefully. On pages P32 and P22
GB50016-2014 Article 4.2.7
Building codes and petrochemical regulations need to be considered in conjunction
4.2.7 Only Category A and B dome tanks or floating roof tanks are allowed; horizontal tanks are not permitted.
What if it’s a Class C liquid tank? . . . The original poster didn’t explain it clearly
