Seeking advice on pipeline layout on the outer pipe rack

For the already constructed external pipe rack, during construction it was found that the spacing between the external pipes was too small (the clear distance between some pipes was only twenty to thirty units); moreover, the distance between these pipes and the cable tray was also just within the safe range. Now the client has sent back the drawings requesting modifications. Besides installing hangers at the lower part of the outer pipe rack, how else can the pipes on it be handled? Thank you
It’s a double-layered pipe corridor with a height difference of 2 meters; there’s definitely no space left in the existing 2-meter-high corridor, and it’s also not possible to expand the distance from it to the equipment area and the road
Install hangers at the bottom of the non-essential water pipes
