Does the throttling device require a CMC certificate?

Dear experts, I would like to ask for your advice. Do throttle devices (orifice plates, V-cones, wedge-shaped elements) require a Manufacturing License for Measuring Instruments (CMC)?
Differential pressure flowmeters, velocity flowmeters, positive displacement liquid flowmeters, rotameters, target flow transmitters, critical flow flowmeters, mass flowmeters, gas laminar flow sensors, gas gear flowmeters, and open-channel weir flowmeters are included in the list of measuring instruments subject to regulation under the laws of the People’s Republic of China; therefore, a CMC manufacturing license is required for them.
