The filling coefficient for liquefied gas tank trucks, cylinders, and storage tanks shall not exceed 80% of their volume (for imported spherical tanks, filling shall be carried out according to the design values). The temperature limit of the liquefied gas entering the storage tank should ensure that its vapor pressure does not exceed the allowable operating pressure of the tank. When the ambient temperature is above 30°C, spray water should be used to cool uninsulated outdoor storage tanks. 3. The safety operating procedures for liquefied gas and gas equipment should be determined according to weather changes. When temperatures drop in winter, it is necessary to reduce the amount of water and liquid present in the liquefied gas and gas systems, and to remove such water and liquid promptly to prevent freezing and damage to the equipment and pipelines ; During windy weather, routine inspections should be intensified to prevent furnace extinguishment and torch backfire. 4. For various liquefied gas tankers, after filling is complete, the pipelines and connections must be completely disconnected, and only after a safety check by the crew member in charge can the vehicle be driven away. When tank trucks enter the site, flame arresters should be installed on their exhaust pipes. 5. When a new installation is put into operation, special inspections and approvals are required for the liquefied gas and gas-related equipment. There must be a start-up plan, safety measures, and operating procedures approved by the competent authorities, which must be strictly followed. 6. The equipment and pipelines for liquefied gas and gas must be leak-free. Immediate action should be taken once a leak occurs. When it is not possible to stop the leak, an ignition source and the feed supply must be shut off immediately. Devices that may generate sparks, such as mobile phones and pagers, should be turned off, and traffic to and from the area must be stopped in order to prevent accidents from occurring or spreading. All monitoring and alarm devices should be regularly inspected and tested to ensure they are sensitive and functional. 7. For liquefied gas and gas pipelines passing through roads or busy areas, measures such as securing the pipeline network, strengthening pipe racks, and reinforcing bridges should be taken ; When LPG and gas pipelines cross main roads, clear signs and safety warning boards should be installed. 8. Liquefied gas and gas must not be released casually; they should be burned through a flare. The ignition and lighting equipment of the flare must be inspected and tested regularly to ensure they are functional and reliable. 9. Strengthen the safety management of the use of liquefied gas in civilian liquefied gas stations, residential stoves (including the liquefied gas pipelines in residential areas), and collective canteens, by conducting regular inspections. Liquefied gas cylinders must be inspected regularly as required, and it is not allowed to use them beyond their expiration date. Educate employees and their families on the proper use of liquefied gas to prevent fires, explosions, and injuries. 10. Strictly implement the management systems, standards, and specifications for liquefied gas and gas; increase the number of personnel responsible for equipment inspection, improve their qualifications, and provide them with the necessary inspection equipment. 11. Thoroughly carry out safety education and training for personnel working with liquefied gas and gas, and conduct emergency drills on a regular basis. All operators assigned to positions involving flammable and explosive materials must receive specialized technical training, and a safety assessment record should be kept; those who fail the assessment are not allowed to take up such positions. 12. LPG tank trucks and filling stations shall be equipped with static grounding facilities that meet the specified requirements, as well as gas-liquid recovery devices or sealed return pipelines; discharge into the atmosphere is prohibited ; The liquefied gas tank area should be equipped with a wall or fence along with a gate; unauthorized personnel are prohibited from entering. 13. Condensate valves and drainage lines should be installed at the lowest points and expansion points of LPG and gas pipelines to enable regular or automatic condensate drainage, which shall be carried out in a sealed manner. 14. The hydrogen sulfide content in the liquefied gas and gas entering the system pipeline network shall not exceed 20 mg/Nm3, and the total sulfur content shall not exceed 40 mg/Nm3. 15. All containers, process pipelines, and accessories used for storing liquefied gas and gas must comply with the requirements of the \"Regulations on the Safety Supervision of Special Equipment\" issued by the State Council, as well as the \"Rules for the Safety Technical Supervision of Pressure Vessels\" issued by the Bureau of Quality Supervision. Pressure vessel equipment must meet the requirements specified in GB150 \"Steel Pressure Vessels\". 16. Fire-fighting facilities must be fully equipped in the areas where liquefied gas and gas are produced, stored, transported, and used, and fire exits should be established. The fire separation distances for production units and systems that involve both open flames and liquefied gas-level gases shall comply with the requirements of relevant standards such as GB50160 \"Code for Fire Protection Design of Petrochemical Enterprises\", and necessary safety facilities shall be installed, such as vapor screens, water screens, partition walls, isolation strips, fire dikes, and fire-suppression steam. 17. Boilers, heating furnaces, pyrolysis furnaces, etc., that use gas as fuel should be equipped with safety devices such as flame arrestors, pilot lights, flame detectors, and combustion detectors. Effective measures should be taken before starting the furnace to ensure that no gas accumulates inside it. 18. In areas where liquefied gas and gas devices are present, gas monitoring alarms and necessary safety devices must be installed. 19. To prevent the accumulation of static electricity, liquefied gas and gas equipment and pipelines in operation should have proper grounding facilities that comply with relevant standards. 20. The equipment and pipeline steel frames for liquefied gas and gas, as well as the lower parts of large steel supports, should be fitted with or lined with a fire-resistant and heat-insulating protective layer for protection. 21. Equipment and instruments for liquefied gas and gas should be of explosion-proof type. 22. All liquefied gas and gas pipelines laid underground shall be equipped with anti-corrosion coatings, cathodic protection, and other such measures. 23. Gasification and liquid removal facilities for liquefied gas should be installed in front of the flare; liquid hydrocarbons must not be discharged directly into the flare system piping. 24. Water seals, nitrogen seals, flame arresters, etc. should be installed on the flare system. Prevent tempering, cracking, or explosion. 25. The layout of the flame pipeline network should be rational; the pipelines should be as short as possible with as few bends as feasible. The pipelines must have a slope, and drainage facilities should be provided at the lowest points. 26. The construction of LPG and gas facilities and pipelines shall be carried out by qualified construction units. 27. After the installation or maintenance of LPG and gas facilities and pipelines, pressure tests and airtightness tests shall be carried out in accordance with regulations, and a sufficient holding time shall be ensured to ensure no leakage, no significant deformation, and no uneven expansion. 28. Strictly implement the post responsibility system; regular routine inspections as well as periodic professional inspections should be carried out on the liquefied gas and gas-related equipment and pipelines in use. When the equipment is shut down for maintenance, a macroscopic inspection and non-destructive testing are carried out, with records kept to establish and maintain proper documentation. 29. Equipment for liquefied gas and gas should be equipped with various safety accessories, such as safety valves, level gauges, pressure gauges, thermometers, high and low level alarms, emergency venting devices, insulation facilities, etc., and should be regularly inspected and calibrated to ensure their proper functioning. 30. Liquefied gas and gas-related equipment and pipelines shall be inspected and monitored in accordance with relevant regulations; if any potential hazards are detected, reliable measures shall be taken, and rectifications shall be carried out during annual major overhauls or routine maintenance. When hidden dangers develop and threaten safe production, the machine should be stopped immediately for handling.
